Harrogate Borough Council (HBC) has released developer Bellway from its obligation to pay for a cycle track on Leeds Road between the bridge over the Crimple and the Fulwith Mill Lane junction, reports the Stray Ferret.

Bellway committed to building the cycle route in 2017 when it was given planning permission for houses on the old Dunlopillo site – now called Jubilee Park. This was under a section 106 agreement, which creates a legal obligation on the developer.

Bellway’s initial design was to widen the footpath and make it shared use. Since new Cycle Infrastructure Design standards came in, a segregated cycle track would be required; this would cost £980,000, according to HBC, who say ‘it would not be reasonable’ to expect the developer to pay this amount.

Councillors agreed to release Bellway from its obligation at a meeting yesterday. Bellway will pay £189,000 instead – a net loss of £791,000 to local people.

The £189,000 will go towards the cycle route or unspecified ‘wider improvements’ on the A61.
