All makes sense and overall plan makes sense. This is where I live and covers the start of my commute and the kids journey to school. The main problem my family and I have at the moment is crossing Leeds road in a safe way, currently this can be hard to do even when dismounted and on foot. I think the suggestions you have made would result inn an overall reduction in traffic speed.
Of particular interest to me are the proposals around PN18 but, I would suggest that mention of PN18 could provoke unwanted distraction from local (Pannal) residents. That Sadi I dont think there is a way around this.
1) A crossing of Leeds Road between Firs Crescent and Almsford Avenue. This could be added to p11 of the Zone document. Note that in Zone 2 we have already suggested a crossing of Leeds Road from Daleside Ave to Fulwith Mill Lane.
2) Prevent Almsford Ave and Beech Road being used as rat runs. This falls in Zone 7.
