York & North Yorkshire Combined Authority (YNYCA) has agreed a Local Transport Delivery Plan (LTDP) which will guide the investment of £457 million between 2026/27 and 2029/30.

YNYCA Report on the LTDP

The LTDP will be submitted to the DfT by a 30th October 2026 deadline, and will enable YNYCA to receive the Mayoral Transport Fund.

The LTDP is designed to meet the Mayor’s transport priorities, in particular the Network Principles:

  • providing sustainable choices
  • fully integrated
  • supports active and healthy lives
  • accessible, inclusive and safe for all
  • reliable and resilient
  • clean and green

It also reflects the DfT’s requirements as set out in its Outcomes Framework. There are to be quarterly updates to the DfT’s data portal, including expenditure, forecast spend, delivery milestones, risks, and programme performance.

A pipeline of capital schemes is being worked up.

Some specific revenue allocations have been agreed. YNYCA will receive a minimum of £321,678 per year in active travel funding (previously given by Active Travel England directly to the two councils, City of York Council and North Yorkshire Council).

There’s also revenue funding for work related to capital grants for electric vehicle infrastructure (£496,305 in 2026/27, split between the two councils), and revenue funding for buses (£7.7 million in 2026/27).

The LTDP

The LTDP itself is a detailed document in table format.

The schemes are divided up into six sections, reflecting the Mayor’s six Network Principles.

Reliable and Resilient

This section includes:

  • highway maintenance – £298.4 million

That is by far the biggest single element, and is 65% of the total funding.

Also under this heading is:

  • bus priority and journey time reliability – £10 million

It includes measures such as bus lanes, bus gates and junction priority measures.

Another bus-related scheme in this section is real-time information at bus stops. In the next section, there’s £21.9 million of revenue funding for bus service improvements.

Provides Sustainable Choices

Under the heading Provides Sustainable Choices are:

  • Multi-modal corridor studies and masterplanning – £2.5 million
  • Rail station accessibility improvements – £2 million
  • Integrated interchange and first/last mile connectivity – £2.4 million

The first item includes multi-modal corridor studies for Scarborough-York, Harrogate-York and Selby-York. York Station Masterplan falls under the second item.

The third item includes better bus, walking, wheeling and cycling facilities around York Stadium.

Fully Integrated

The Fully Integrated section is focused on public transport and includes:

  • Bus stop upgrades – £8 million
  • Park & Ride enhancements and expansion – £10.1 million
  • Mobility hubs and interchanges improvements – £2 million

The last of these could include enhanced cycle facilities.

Supports Active and Healthy Lives

Supports Active and Healthy Lives is the section with most of the active travel schemes in it. It includes:

  • Local access improvements (Safe Routes to School, School Streets, cycle parking and public realm improvements) – £4 million
  • Walking, wheeling and cycling networks (delivery of schemes identified through LCWIPs, and development of a pipeline of future schemes) – £15 million
  • Sustainable transport corridors on key routes (junction and crossing upgrades, cycle and pedestrian facilities, and speed management) – £25 million

There’s £0.97 million of revenue funding for active travel.

Accessible, Inclusive and Safe for All

Schemes under the Accessible, Inclusive and Safe for All heading include:

  • Road safety and speed reduction measures (includes junction improvements and road safety cameras) – £12.2 million
  • Street lighting and personal safety – £1.4 million
  • Urban realm improvements – £14 million

Clean and Green

Items under the Clean and Green heading include:

  • Zero-emission buses – £10 million
  • EV infrastructure – £0.5 million
  • Green streets and urban greening – £0.5 million
